Want to know how to balance populations? Give sides/servers with low population problems bonuses to Influence/Renown/XP for a week. So, say, Marienburg has a low pop in general and very low pop on Order. Give Order players there a brief population boost of, say, 20 per cent to the three above and Destruction a briefer boost of, say, ten per cent.
I betcha that’d solve it.
